Your senior drops a file on your desk and says, "Check the purchases." Then he leaves for another client.

Check what, exactly? All the bills, or a few? Match them to what? How many months? You sit there guessing, never sure you have covered everything.

An audit programme exists to answer exactly these questions, before the work starts.

Audit programme meaning

An audit programme is a written list of the procedures to perform in each area, with space to record who did each step and when.

Think of it as a recipe. A recipe does not just say "make a cake". It gives the ingredients, the quantities, the temperature and the order of steps, so any trained cook gets the same result. A programme does that for an audit area.

ICAI describes it as a series of verification procedures applied to the accounts and financial statements, so the auditor gathers enough evidence to form an informed opinion.

Audit programme vs audit plan

Students mix these up constantly. Planning has three layers, from wide to narrow.

Test 40 purchase invoices across the year

Step 1: get the purchase register. Step 2: match each bill to its goods receipt note

One honest point. SA 300, the standard on planning, uses "overall audit strategy" and "audit plan". It does not define "audit programme" at all. In practice, the programme is the audit plan written out as a checklist people sign off.

Who prepares the audit programme

Usually the senior or manager drafts it, and the engagement partner approves it before fieldwork. Articled assistants follow it and sign off each step, but do not decide it.

For a yearly client, nobody writes it from scratch. You update last year's programme for what has changed. ICAI is clear that one standard programme cannot work for every business, that it should evolve, and that it needs periodic review. So a programme copied from another client is a red flag, not a shortcut.

Audit programme format

The format is simple. A good programme has these columns:

  • Sr. no. so steps can be referred to in review notes
  • Audit procedure, written as an instruction, not a topic
  • Objective, meaning what the step is trying to prove
  • Extent, such as the sample size or the months covered
  • Done by, the initials of the person who did it
  • Date
  • Working paper reference, pointing to where the evidence sits in the file
  • Remarks, for what you found
Trainees leave the last four columns blank, and those matter most. A signed, referenced programme is proof the work was done, which is what SA 230 on audit documentation expects.

Sample audit programme for purchases

Sample: 40 invoices across all twelve months, with every invoice above ₹5 lakh included.

Step

Procedure

What it proves

1

Tie the purchase register total to the trial balance and profit and loss account

Nothing is missing or added

2

Match quantity and rate on each sampled bill with the purchase order and goods receipt note

The purchase is real and correctly valued

3

Check the bill is in the company's name with the correct GSTIN

The expense belongs to this company

4

Check the purchase order was approved as per the authority matrix

It was authorised

5

For bills dated in the last fifteen days of March, check the goods receipt date

It belongs to this year, not the next

6

List purchases from related parties and check the disclosure in the notes

Related party reporting is complete

7

Compare monthly purchases and gross margin, and ask about odd months

Unusual patterns get investigated

Step 5 is the one that catches real problems. Companies book March bills for goods that arrive in April to lift this year's expenses.

Advantages and limitations

What it gives you

  • Responsibility is fixed, since every step carries initials
  • No area gets forgotten in a busy season
  • It is proof of the work done if the audit is ever questioned
  • The partner can review progress at a glance
  • A new team member can join mid audit and continue
Where it goes wrong
  • It turns rigid, reused for a business it does not suit
  • Work becomes mechanical, with trainees ticking boxes instead of thinking
  • Weak staff hide behind it, saying the programme did not ask for it
  • The client's staff learn the pattern and work around it
ICAI's own fix: keep an open mind, and review the programme every year instead of copying it.

The blank format has all eight columns, with separate sheets for purchases, sales, cash and bank, fixed assets and expenses. Edit the procedures to fit your client.

FAQs

Is an audit programme the same as an audit checklist?

They overlap but are not identical. A checklist usually asks yes or no compliance questions. A programme lists the procedures to perform, with sign off and working paper references.

Can the same audit programme be used for every client?

No. ICAI specifically says one standard programme is not practicable for all businesses. A trading company and a hospital need very different steps.

Which standard requires an audit programme?

No standard uses that exact word. SA 300 requires you to plan and document the nature, timing and extent of procedures, and SA 230 requires audit documentation. A programme is how firms satisfy both.

Is an audit programme used in internal audit too?

Yes. The format is the same. Only the objective changes, since internal audit focuses on controls and efficiency rather than giving an opinion on the accounts.
